Update Deploy to azure button and work on the arm template file

I have created a pull request however here is a issue saying what I fixed/updated

I fixed the Deploy to azure button by updating the url from https://deploy.azure.com/ (Witch was deprecated by Microsoft) to the new way of deploying templates I am doing some work on the arm template file in witch I so far have updated the schema to 2019-04-01 and the php ver to 7.4 I also added a azuredeploy.parameters.json as well to help with deploying via azure cli all the files have been moved into a sub folder and all have been verified to work with the button using this link https://portal.azure.com/#create/Microsoft.Template/uri/https%3A%2F%2Fraw.githubusercontent.com%2FProjectNami%2Fprojectnami%2Fmaster%2Farmtemplates%2Fazuredeploy.json (link will work once mergerd) the dev link that works is here https://portal.azure.com/#create/Microsoft.Template/uri/https%3A%2F%2Fraw.githubusercontent.com%2Fhuskynz%2Fprojectnamidev%2Fmaster%2Farmtemplates%2Fazuredeploy.json using my dev repo.
