Why does the site load without CSS and require a hard refresh every once in a while?

Is it somehow cloudflare related? I guess we're receiving and empty file instead of the CSS and caching it locally. Our cache busting of including the git hash in the querystring doesn't do anything if the thing we cache is empty. This comes up in Discord every once in a while for years now and presumably other people experience it and think the site is broken and never come back. Would be good to figure out and fix.
