Found this comment buried in a deployment config:

NOTE: As of Pelican 7.9.x, S3 url_style is ignored when it is set first
and then multiple buckets follow.

I need to investigate whether this is a limitation of the plugin, or of the way Pelican passes configuration to the plugin.
