Overview

Currently, we disregard rows that represents categories, like residential or commercial. However, there may be cases where this category is important and needs to be integrated into the next values.
For example, for Peoria County, IL, there are administrative offices requirements for both Governmental Uses and Schools. This case is mild because the requirement is the same. However, for future data analysis, we want to differentiate these uses.
