Airflow DAG for repeated querying and execution of discovery requests

DAG with scheduled execution i.e. every 2 minutes that requests discovery requests from the central API.
If there are pending discovery requests for proposals that have a data set associated with them analyze the data set according to the request and submit HE encrypted discovery results to the central aggregator service.
