Import eligible registrant button missing

After creating programs in openspp test instance, the import eligible registrant button is missing. therefore blocking new registrants from being imported to the program

Investigation - Red

• Shivam added a xml file in g2p_entitlement_in_kind module that adding an invisible attribute to import registrant button that's why it is not showing anymore. this changes is visible only on branch 15.0-develop of openg2p-program
