-Source seems to be ignored in GH Action

I have a GH Action that pushes to nuget.org using the nuget CLI. I'm specifying the V3 URL as the -Source parameter, but it seems to be ignored.

For context, the nupkg is already published, but I'm trying to push the snupkg now (and ensure that it's pushed in the future). To me the problem seems to be the source since the push command output is showing the v2 URL.

Looks like the issue I'm having might just be that the .nupkg is already uploaded, so the .snupkg is skipped. The way the docs are worded makes it seem that the CLI might consider them separate packages.

The command worked for uploading a new version; both packages were uploaded with a single command.
