Slowness in Nuget latest client (version 6.3.1/6.2.2)

Hi,

I have an automation tests that checks the my nuget private repository, the automation simply use the nuget client command : nuget push/install/delete and etc.
I ran the automation on several difference versions of nuget client and I can see I an having a slowness in the latest versions.

For example:

When I run the automation on the tests with nuget client 6.3.0 the tests are finished in 28 minutes and while I run with nuget client version 6.3.1 I can see a slowness and the tests are finished in 58 minutes.

Same thing I can see with version 6.2.1 and 6.2.2, in version 6.2.1 the total timing is 28 minutes and with the version 6.2.2 is over an hour.

I looked into the release notes and I could see that that the two patches (6.3.1 and 6.2.2) consist only the change of security advisory : #12149 , so I suspect this is the cause for slowness.

I tried to find out the PR for this change but could not find it.

Can someone explain what was the change and to point to PR and maybe to advice how to avoid from the slowness (maybe I should turn off by a feature flag?).
