MostRecentUnique functionality needs a local ivarator cache dir configuration

The ivarator cache dir configs setup for use by tservers may not be suitable for the webserver and query service side of the equation. The shard query logics needs to have a local ivarator cache dir configuration separate from the current ivarator cache dirs configuration.
