Can this UDP custom device apply to the NI Linux RT system？

Yes it can. The packages should provide support for LinuxRT platforms on install. For whatever reason, if these packages are not adding support properly for LinuxRT, the source code can be recompiled with LabVIEW for LinuxRT.
