Delete year_locality.ssbid and year_locality.ano_flate_id

Delete these ids since they are already present in locations.localities. Cannot simply make foreign keys since the ssbids and potentially ano_flate_ids are not unique in the localities table. (Since we might use the same locality for e.g. OkoTrond and NasIns monitoring.

Update all functions using year_locality.ano_flate_id and yl.ssbid, removing these joins. (and adding localities joins where needed)
