InletOut boundary fails restart check

The inlet outlet boundary appears to be causing scripts to fail the normal restart check used for ci.

To reproduce the issue use the script
spheral/tests/functional/Stength/Piston/Piston.py
in the branch update/FSISPH

The ats runlines at the top of the script will reproduce the issue. When the inletOutlet condition is commented out, the restart check passes. I've tried it with multiple solver (FSISPH, SPH, and CRKSPH) and multiple builds (update/FSISPH, and 2022.6.1). Same thing happens regardless.
