On Windows, we pretend they don't exist: Rework the Windows timezone implementation #390 (comment)
On JVM, JS, Linux, and Darwin, we treat them just as we would any time zone: we add them to the list of the available time zones, and we allow creating them.

We need to uniformly decide what we want to do with these time zones.
