Feature request: allow receiving PRs for minor releases of specific packages

A lot of tests of packages that depend on Symbolics/SymbolicUtils test by getting the repr of symbolic expressions which we routinely change or improve in minor and patch releases. We don't think of these conceptually as major releases since they are sometimes bug fixes and not adding new features. It would be too many major releases if printing were to be considered as breaking change.

We would like to follow the convention that printing changes must require a minor release in these packages. And hence the dependents should be able to ask CompatHelper to create PRs for minor releases of the Symbolic packages.
