Add Link to Vault from Proposal Card

Describe the enhancement

When looking at an overview of a proposal that impacts a vault it would be nice to provide a link to the vault affected.

To Reproduce

Steps to reproduce the behavior:

1. Go to Proposals
2. View proposal card requesting funds
3. Click vaults in side menu to open it in a new tab
4. Scroll down to find vault
5. Click open

Expected behavior

If the name of the vault (Compensation in the screenshot) was a hyperlink to the vault it would improve the experience.

Actual behavior

Too many steps to access relevant information.
