Bug: Quorum gauge shows for funding proposal to minion

Describe the bug
When creating a funding proposal to send funds to a minion, the quorum gauge is visible despite it not being a "minion" proposal type.

To Reproduce
Steps to reproduce the behavior:

1. Copy minion address (not safe)
2. Create funding request proposal with minion as recipient
3. Sponsor proposal
4. See quorum gauge that shouldn't be there.

Expected behavior

Funding proposal does not have early execution, there should be no quorum gauge

Actual behavior

The quorum gauge shows up because it thinks it is a minion proposal
