Upvote/Downvote on posted images inside the designated Meme channel. Ability to view the top 5/10 memes.

This was suggested & researched at one point by Scot_Survivor. Could continue with it. Just assign me.

Things it needs to do

• Ability to listen to reaction events & update database accordingly
• Ability to listen to message events upon a message being in MemeChannel & an attachment add upvote/downvote buttons.
• Ability to look at top 10 memes & the links to messages.
• "Setup" method.

I feel this is too close to the starboard counter to actually add, while I was working on the code, I realised it was more or less a copy-pasta of the code.

In my opinion, this should be closed.
