Is your feature request related to a problem? Please describe.
I'm always frustrated when I see the message "Changing the number of adapters while links are connected isn't supported yet! Please delete all the links first." and the device in question has a dozen of connected links.

Describe the solution you'd like
Add ability to change number of adapters when a node is powered off and has connected links.

Describe alternatives you've considered
Close the project and manually edit the .gns file. Especially when you decide to add an adapter to each of project nodes (that's a real example, I want to add simulation of out-of-band management network, and realize that my existent nodes have no spare interfaces; well, they have, but I want my "management port" name be equal on all my nodes).

Additional context
I couldn't find such feature request and was very surprised. Please, excuse me, if I created a duplicate.
