Need to add access list and operator commands like !kick, !ban, !up !down !hop !op !vop

Add commands line

!axx [add|delete] [user] [level] for show, add or delete a user from access list
!up for give an user into access list is level
!down for remove an user into access list is level
!kick [reason] for kick an user
!invite for invite a user to the channel
