Allow admins to invite other users into the system

MUST setup devise-invitable
MUST add initial Mailjet config (stub env vars)
MUST document email setup, including how to support alternative mail clients
SHOULD allow user registration to be disabled by env var (precursor to Staging environment #20, as we don't want ad hoc registrations initially)
