Create a Rose namelist to group site specific settings in the Rose GUI

Any options configured in the rose-suite.conf file are exposed to users in the Rose GUI.

However, any options configured in the opt dir rose-suite-<site>.conf files MUST be in the main rose-suite.conf file, even though users should not change those site specific configuration options.

We need to indicate to users that these settings should not be altered.

A Rose namelist is the best solution. The name list groups selected options together under a given name. This could be named something like site-specific settings, do not edit.
