Motivation

Currently, we rostopic echo the robot control efforts. We would like to visualize this data.

Requirements

Create 6 Foxglove gauge panels—one for each control axis—that displays the appropriate control efforts.

Look at #440 for an example layout that uses plots instead of gauges.
