[BUG] WARN: Could not determine whether chef run metrics were successfully submitted to Datadog. #917

Environment details (Operating System, Cloud provider, etc):
Windows Server 2016, AWS

Describe what happened:
On running the handler cookbook, the Chef run completes with a WARN message:

WARN: Could not determine whether chef run metrics were successfully submitted to Datadog.

Describe what you expected:
The run to complete and successfully submit metrics to Datadog

Steps to reproduce the issue:
Run handler cookbook on system running Windows Server 2016 and Chef client 17.10.122
