Tags in info.json for Red-Portal

To allow for more relevant searches in cogs.red we should add tags to each of our cogs' info.json. It must be a list.
Example:
"TAGS" : ["moderation", "stats", "logging"]

Stick to a maximum of 5 tags.

I'll also take the chance to remind you that we now have a "REQUIREMENTS" field for the pip libraries that must be autoinstalled before the installation of the cog itself. That's a list as well.
