[Table chart] Mismatch between height/scroll options in Library and Gutenberg block #713

Description:

In the Library, there are two controls: Table Height and Enable Horizontal Scrolling
In the Gutenberg block, the controls are: Scroll Collapse and Vertical Height ( which appears only if Scroll Collapse is checked ).

Expected behaviour:

I think they should be named the same in the library and GB block. From what I've seen they do the same thing. And the Vertical Height shouldn't be conditioned by Scroll Collapse, because it applies to the chart either way.
