Intermittent errors in the HTTP2 framing layer #6

We are seeing intermittent errors in the HTTP2 framing layer when running pod install --repo-update or pod update, here is an example:

[!] CDN: trunk URL couldn't be downloaded: https://cdn.jsdelivr.net/cocoa/Specs/4/0/1/SwiftLint/0.56.2/SwiftLint.podspec.json Response: Error in the HTTP2 framing layer

We think these issues may have started when we updated our build machines to macOS 14, but we are not sure that that update is related to the issue.

I'm thinking that this issue is related to the CDN based upon this recent Cloudflare issue: https://community.cloudflare.com/t/error-stream-error-in-the-http-2-framing-layer/699319
