[WORKING ITEM] Inclusion of Resonant Frequencies in CWE

The purpose of this tracker is to allow for discussion around the creation of a CWE related to resonant frequencies. The main questions regarding this topic are:

1. Are resonant frequencies a topic that should be covered by CWE?
2. What would we consider the weakness to be?
3. Is there a particular CWE that is an appropriate parent for this topic? For example, CWE-1384: Improper Handling of Physical or Environmental Conditions?
