Move conda build to Github Actions

The conda package build is currently done on CircleCI

The configuration is contained here

For ease of administration the conda package build should be moved to Github Actions.

Hi Aiden. Have you been able to get back to this? It looks like the https://anaconda.org/coecms/cosima-cookbook package is stuck at a year ago? I can have a look but I don't seem to have permissions to re-run the github action?
