Expected behavior

Cate installs from anaconda with updated packages with less stringent pinning
Only have one recipe
Prepare for Move cate conda packages to conda-forge #671

Actual behavior

Cate installs from anaconda with old packages and stringently pinned packages
Cate has three conda build recipes
Cate is hosted in ccitools repository
