It feels somewhat important because this is more our term of art than something in super-common usage.

I’d love to have a slightly longer short definition, which includes the concept that there is no absolute trust, and that progress toward reasonable trust to mitigate risks for all parties is the goal.

Here's a longer alternative:

Progressive Trust. The concept of gradually building trust over time. This model of trust presumes that there is no absolute trust: no trust registry or trust framework. Instead, trust is developed more as in real life, where gradually expanding trust mitigates risk among parties.
