Define KiCad-to-manufacturer rotation in the part itself

So the data is stored in the IR instead of in this supplementary postprocess script. Might generate into the BoM, so the postprocess script reads the offset data from the BoM table?

Need some way to encode default rotations by footprint. Maybe only for table-based devices?
