[New Feature]: Antagonist Escape Mechanism #11585

Describe the feature request

I'd like it if the decision whether an antagonist escapes or not (and in turn greentexts or not), should be decided whether the they are cuffed or not rather than whether or not they are on a very specific unique type of floor or not.

why does antag greentext matter at all?

Out of scope for this feature request. This describes how an escape for an antagonist is desired to be handled.
