I want to add a telegram bot code in python that can fetch available vaccine slots from CoWin api.

If it is a python program then create another program folder inside the python folder.

NOTE
If you are doing it for Hacktoberfest then try to commit pull request in 4 different people repo otherwise it may be rejected from the review team side
