What is the Problem Being Solved?

With agoric-3-proposals, we are able to test against a software revision and existing chain state. When we reference agoric-3-proposals in the multichain-testing starship environment, like in #10066, it runs a gentx and resets the accumulated state.

This should be prioritized when we find the qualification of a new @agoric/orchestration release depends on accumulated state in a3p.
