stATOM using wrong oracles

The stATOM proposal should be patched to use the oracle addresses defined by a3p for other denoms like ATOM (gov1 & gov2). Currently the downloaded bundle seem to have a mix of decentral testnet addresses, and other unknown addresses. It likely should use the mainnet proposal instead, and patch to substitute addresses.

Once that's done, the price feed invites should be accepted and a price pushed.
