[Feature] dev-mode (app hooks)

Description

• Add agenta variant hook <URL> command to enable dev-mode
• Still requires a local, manual setup with fastapi serving the app locally and ngrok exposing it publicly.

Changes

• Add hook command in CLI
• Add create_variant_form_url and update_variant_url endpoint in API
• Update entities in DB without the need for data migration
